In some states, law enforcement can only issue a ticket for not
wearing a safety belt if there is another citable traffic offense.
That is considered a "secondary" safety belt law. In other states, law
enforcement can issue the ticket without another citable traffic
offense. In such instances, it is a "primary" law. |
